What is a score of 28 mean ??? Is there a place online where I can look up what all the scores mean ???

Most likely you are referring to a sentencing score on a sentencing guidelines score sheet. The score does not in itself mean anything. If you score below 44 points, there is no minimum sentence and you can be sentenced to anything from a fine up to the maximum prison sentence for your charge. If you score over 44 points, the minimum sentence you can receive is a prison sentence.
