Why is sentencing so different for a guilty verdict for a premeditated murder and an involuntary manslaughter

Ask the legislature who created the law. However, the reason is that the law wants to punish people more harshly if they have a "guilty mind" as in premeditated murder, as opposed to reckless conduct which could be a reason is found guilty of involuntary manslaughter.
