if someone has been given a set of car keys, can they be charged with grand theft, if they use the car?

Yes. If they knew, or should have known, that the car was stolen and they "appropriated" and/or used that car for their own benefit, then they could be charged by the State of Florida with Grand Theft Motor Vehicle.
A person charged with Grand Theft Motor Vehicle does NOT have to be the person who actually "stole" the car.

If the person didn't have permission, then yes it is a theft. If you gave them keys it would depend on the circumstances of the giving to be a theft.
