If i sign a declination of prosecution, can the state still proceed with prosecution?

Yes. People do not press or decline charges. Only the State has that power. Your declination will be taken into considerationby the State. In the end the State may attempt to serve you with a subpoena ordering to court to answers questions regarding the event. If you are not under subpoena there is no obligation to go to court.
