my son was just arrested for burgulary of a house is it legal for me to approach the owners of the property and offer legal restitution and ask that they drop the charges?

I would avoid doing this. It could be construed as tampering with a witness which in this case would be a first degree felony punishable by up to 30 years in prison. Instead, you should hire an attorney for your son who can review the case and determine what defenses and issues there may be. Contacting the homeowners is a very bad idea. Not only could it be construed as witness tampering, exposing you to criminal liability, but it may also harm your son's case. You could potentially say something that may be used against your son later.
