Legal Question in Criminal Law in Florida

My son had a possession of drug paraphernalia charge. During his arraignmentm, the judge asked him if he ad a drug problem. He said yes. judge then found him guilty anbd sentenced him to a drug rehab. Two months later, he gets a letter at my home stating that he must pay a fine of $250 within 90 days or his drivers license will be suspended and it will be turned over to collections and an additional 40% added on. I have a power of attorney to handle medical and financial decisions for him during the time he in is rehab. He had under $5 in his checking account. No savings, no property. I have tried to get a payment plan deferred to when he is out of rehab but it's like talking to a brick wall. Any suggestions?
