Can the state attorney dismiss a case against someone once they have taken a plea agreement?

It is not customary to dismiss a case after someone's entered a plea to a charge. However, I have personally been involved in cases where an agreement was reached in advance of the plea that should the client successfully complete a series of sanctions, the plea could be withdrawn and the case dismissed.
