Normally, after an arrest, the State Attorney's Office receives police reports that are inspected and reviewed by assistant state attorneys. If the state attorney doesn't believe that a crime was committed or he or she feels that there isn't enough evidence, they may decide not to file charges with the clerk of court. In this case, charges were never filed. However, they may file the charges and at a later time decide not pursue the case and drop it.
