in the state of florida are cops allowed to question minors without the parents consent about a domestic violence situation?

Absolutely. If the minor is merely a witness, then there isn't a requirement of parental consent at any time. The only limitation would be the admissibility of a statement in court, that may have been taken under duress or with an incompetent minor, but it has nothing to do with whether they can take a statement from a minor.
