In the state of florida, if a officer or deputy issues a defendant an NTA when they have knowledge of a previous failure to appear in that same county can the officer/deputy face criminal charges?

The officer has nothing to do with it. It is YOUR responsibility to check on your court dates, even if the officer is wrong.
