does a state have the right to leave a case open after the charges have been dropped?

Depends what you mean. If you mean the victim wished to drop charges, then yes they can. The decision to file or drop charges is solely in the State's discretion. If you mean the state dropped the charges via no info or Nile prosse, or the court dismissed the charges, then the case should be closed.
