statue of limitation?

I was raped by my ex stepfather when I was 8 (1993) in the state of Michigan for a period of 2 years. There was a police report filed in 1995 when I moved to Florida and I went through counsling, video interview, and physical examination. It was not persued any further because my mother was told we would have to go back to Michigan to take him to trial. I am now 24 and a mother and would like to persue it. I know where the man lives in Tennessee. Has it been too long? If not, would I still need to go to Michigan? Do I have any options? I dont know where to start.
