statute of limitations
If a person is caught three times while driving with a suspended license, he is 20 and does not report to court after the third arrest. If he alludes the authorities for 7 years, does the statute of limitations go into effect.

The quick answer is "no", a person is not rewarded for purposely evading authorities and service of a capias. The statute of limitations can be tolled for a whole host of reasons. On the other hand, the State has the buden of proof to show they used due dilligence in trying to serve the capias. However, willfully missing a court date would toll the statute, so they could prosecute for felony dus when they finally arrest this person. It shard to answer the question without knowing more details, but my educated guess would be the Statute of Limitations has not run.
