It can mean several things depending on the context. For example, if a person was sentenced to one year in jail and the defendant asks to stay the sentence pending appeal, the court would grant a "stay" of that sentence and the person would not have to go to jail because it was "stayed" pending the results of the appeal. So to answer your questioin, it depends on what is being stayed but hopefully that example helps.
