can i sue a company for selling two pack cigarillos and there is only one in the pack

Sure you can. You will have to prove that you paid for a two pack but only received one. If you can prove that, then you would likely win an amount of money equal to half the price of the pack of cigarillos. However, you would have to pay much more money to file the lawsuit and have the company served. Even if you win, you will have a judgment against the company and it may be hard to collect the small amount of money. You're probably better off writing a letter to the company and asking for a refund.
