as a suspect in a shoplifting crime if the merchandise was not taken can i be arrested?

You generally do not get arrested if the crime did not occur.

Yes you can still be arrested. Theft is defined as a temporary or permanent taking of another's property. If you intended to take something but never got out of the store, for example, you can still be arrested. Whether or not they proceed, is a different question.
