Is it true that if I have a drug problem, never had treatment and commit crimes to support my habit and catch numerous theft charges...is it true that by law it's mandatory that the state of florida place you in a drug program

No, that's not quite right. First, the State would have to have reason to believe that you committed the crimes to support your addiction. If they never know about it then it won't come up. However, if you are put on probation then a standard condition of probation is to not use illegal drugs or prescription drugs without a valid prescription, so they would drug test you in that situation. If the prosecutor thinks you have a drug problem, then they may try to add a drug abuse evaluation and treatment but that's not the same as a drug program.
