Do I have to turn over a 9 year old child to a person with a DUI warrant?

Not sure I understand your question. Turn over to whom? If turning over a child to the parent who has a warrant, then if their custody requires it, then yes you must. HOWEVER, if you are seeking to have this person turned in, then inform the police of their whereabouts and they would be arrested. Not sure if this is what you're looking for though. You should be more specific in your question.
