can you get violated on probation that you have not even started yet?

If you were sentenced by a judge and placed on probation and reported to probation and instructed about the conditions, yes. Otherwise, you have strong arguments as to why you should not be found to have violated. If you violated by committing another crime, you will be violated if they can prove the underlying offense.
