Legal Question in Criminal Law in Florida
I am currently waiting for a VOP hearing but received notification that my license will be suspended if I do not pay the restitution. Why is this happening before I even have a hearing.

The restitution is considered a judgment. If you don't pay a judgment, then the DMV can suspend your license even if you never VOP.
