if i had a withhold adjudification on a felony and completed all that was required by the state of fl. can i get a firearm license.

You should be able to since you were not "convicted" under Florida law.
In Florida, once you complete your probation or other court supervision/requirements on a withheld adjudication, you are not considered a convicted felon so would be eligible to purchase a firearm.
Then there is the federal question - I believe the FBI does look at state law and would consider your withheld adjudication in determining whether you are eligible under federal law.
Call the FBI - ask for them to send you a VAF file then complete it and return it. I believe they will assign you a personal ID number so you will be able to have a firearm (and have proof of the legality of you owning it)
