withold adjudication/fine &cost

what does that mean withold adjudication fine & cost does that mean until i pay my fines i will be convicted if the crime

A withhold means that you are not convicted of the charge. It has nothing to do with when you pay your fines.

If a job application asks if you've been convicted of a crime, you can truthfully answer "no".

If you're asked if you have been arrested, you would have to answer yes.

Sometimes one is asked whether they've ever been charged with a crime and been given a with hold, you would have to answer yes to that question as well.

Also, let's say someone runs your record. If you were adjudicated guilty, the record would say so. With a with-hold - it will say that your adjudication was with held- and you were not convicted.

Note, even if charges are dropped, they will show up on an FCIC and show that they were "dropped or abandoned".
