I was wondering what the statue of limitations is in florida on statuatory rape when the victim is 16 and the perpetrator is 25.

It depends on whether or not you mean "rape" or consensual sex between a 16 year old and a 25 year old. For the former, there is no statute of limitations and you could be prosecuted until the day you die. For the latter, the statute of limitations is three years from the date the "victim" turns 18 years old, i.e., that person's 21st birthday.
