Is there a law that states that either a current or former employer is not allowed to give a negative reference to an inquirery from a prospective employer?

Most employers simply confirm an ex-employee's dates of employment. There is no law I know of that prevents an employer from giving out a negative reference that is true. However, if the negative reference is false the ex-employee may have a cause of action against the ex-employer.
