Legal Question in Discrimination Law in Florida

Is it legal for a man to crossdress in florida? My friend wants to dress like a girl for a costume party,but is worried that he cannot be seen in public,in a skirt.Thanks for your help

People in all of the United States of America have rights to freedom of expression. Men may wear skirts and women may wear pants. We can dye our hair blue and walk around in speedos for all the law cares. As long as what's under the guy's skirt is covered so as not to be indecently exposed, he can wear a skirt.
