Underage dating

is it illegal for a 17 year old girl and an 18 year old girl to be dating in a non-sexual relationship in Florida?

Nope, it's legal.

The "Contributing to the Delinquency of a Minor" statue is incredibly broad in Florida, but I can't imagine even the most conservative prosecutor arguing that two girls dating where one is seventeen is "contributing to delinquency."
