Well there is possible good news and bad news.

The Good News: If you have never gone to trial on these DUI charges and the cases were never brought to conclusion the chances of being found guilty now are slim to none. The chances of the officer still being an officer in the same department are minimal, and the chances of the officer actually remembering the arrest and having a copy of the arrest report are even more minimal. Additionally, I don't believe the State Attorney's Office would retain such arrest records. Therefore, the DUI charge most likely cannot be proven.

The Bad News: If you failed to attend your trial date you will have a warrant for your arrest. I do not know what could happen to you at this point. I would believe that the Court could hold you in contempt for your failure to properly conclude your case. Again, this was twenty years ago and unless your case involved the injury or death of another person, I wouldn't imagine the Court would do much more than charge you a hefty fine. The most proper thing for you to do would be to contact the court where the offense took place, provide them with the information about your case, and have them determine if they will take any action against you. It is nice that you haven't had a drink in roughly 19 years, and the court might take that into consideration, but it has nothing to do with your failure to adhere to the rules of the justice system.
