is it allowed to transfer a dui case in duval county florida to pinellas county florida, so that someone can move to pinellas county?

You can't transfer the case if you haven't pled to the DUI yet. However, you should be able to move and transfer your probation to Pinellas county. Pinellas will supervise you or sometimes judges will allow probation to be done by mail. If you violate probation though, you will have to go back to Duval county.
