"my brother was arrested with his 4th dui in Florida on 1/19/2013." -- he hasn't been charged yet and the dates have changed 3 times. Another date was scheduled for next Tuesday and his lawyer's office called him today stating the lawyer wants to see him asap! by Wed. what would be the reason the lawyer is asking him to come speak with him asap

There could be a thousand reasons. Instead of asking someone on here who doesn't know, why not ask the lawyer your brother hired.
