If another citizen tells the police you are drunk, is that enough for a probable cause traffic stop?

Can be, if citizen leaves their name. Called citizen informant. If anonymous, police must corroborate info before they stop.

Depends on who the "other citizen" is and what detailed information is provided. Reilability of the information is the core issue. Often, the officer must himself observe a traffic violation prior to the stop.
