how do I get my driving priviledge reinstated in PA 28 years later so I can get a learners permit in PA?

it all depends on why you lost them. You should consult an attorney to obtain your abstract and then we can tell you how to restore your driving licence in PA.

Assuming you do not have anysubsequent DUIS. You need to take what is called a DUI level 1 class and any treatment or show FL DHSMV that you have already completed it. Once you show them proof they will give you a clearance letter, which you can then give to PA DMV to get your license there.
