My husband has an open DUI in NC, we reside in Fl, the offense was more than 15 years ago, what can be done to close this matter. We would like to move out of Fl and cannot because he will be denied a license due to the DUI in NC.

You should hire an atty up there. He/she should be able to put the case on the court calendar. If he never plead guilty or no contest, then the atty needs to contact the state attorney and ask what kind of sentence the state wants.
If he had plead and was put on probation, but didn't finish the requirements, you should contact the probation dept. and find out what else needs to be completed and then FINISH them! The court will look very favorably at his situation if everything is completed.
