I have some DUIs in 2004 back in Pennsylvania and Florida is telling me they will honor their regulations, so they tell me I cannot obtain a Florida hardship license. I will eventually be allowed to obtain a Pennsylvania probationary license. If Florida says it honors Pennsylvania laws will they have to honor my eligibility for the probationary license.

When it comes to Florida DMV rules there is never any certainty. I suspect that Florida will allow you to get a hardship license here so long as Pennsylvania allows you to get one there. This is not to be confused with driving in Florida on a Pennsylvania hardship license when you are not a resident of Fla. If you are a resident of Fla. then you must get a Fla license, whether it be a hardship or regular, because Fla considers your right to drive in Fla a privilege that they can suspend for good cause, and good cause might just be the Pennsylvania restriction. Unfortunately you just have to go through the steps of contacting the DMV in Fla to make sure you can get one.
