My friend claims she was driving back from the bar with a guy she met there in her car. He crashed the car into a ditch, and then fled the scene. She got out of the car removed the keys and called the a tow company. Some cops came and arrested her for a DUI, she was outside of her vehicle, an told them the story. She refused to blow... Does she have a case??

Yes but she needs an attorney immediately. It may be difficult, but not impossible, for the state to prove she was driving. It may require going to trial to prove it, but there are also several legal motions that can be filed. Talk to an attorney right away.
