I have a friend of mine that was arrested for a DUI. A few days later some one that works for the police department was informing mutal friends of this persons BAL at booking time. I was wondering if this was legal. I work in the medical field and I know about HIPAA laws, didn't know if this would apply.

Police reports and criminal records are public, unless sealed or expunged by the court. From your description, no law was broken.
You friend however, may want to consult an attorney about his DUI charge.
