If I were to go to appear in court for a petition and gave information to the court about the person I am trying to help will that information I provide be harmful in the case of the person being arrested?

It depends on what you mean by harmful and what the other person feels is harmful. If the person needs help then you can provide the information. However, if the person doesn't want help (yet) then they are going to feel it is harmful to them because they may have to be detained longer. Of course, the person's health is most important so that should weigh into it.
