I refused a breathalyzer in 1999, in Florida, I was charged with dui, but was lowered to reckless driving. I refused another in 2010, charged with dui. Because I have two refusals, the DMV will not allow me to get a hardship license for a year. Can I get the first refusal expunged?

Because of the conviction, you can't get it expunged. Even if you were never convicted, the DMV will not remove a refusal from the record unless you fought it at a formal review hearing.
