Legal Question in DUI Law in Florida

I know someone who has a warrant in TN Putnam county for not paying his dui fines he got the dui in 2006. Now this warrant is only for TN; It does not show up in any other state. So as long as he stays out of TN, he is good. He leaves TN and moves to FL and gets another dui in Pasco county in 2007 -no warrant for this; he still hasn't paid this fine but no warrant.

My question. Why hasn't TN extradited him back there when he got another dui? Is there a rule, law or something that can get TN to expand there warrant to include other states. I think it should. He has been arrested multiply times in FL but the warrant for TN never shows up. If now Duval county FL knew about the TN warrant could they send him back to TN because of the second dui?

The extradition costs are paid for by the state bringing the person back. The states have a very limited budget for this so they tend to only do it on serious cases. The odds are that this warrant comes up every time he is in contact with law enforcement but TN has declined to get him.
