Legal Question in Education Law in Florida
legal terminology
What does this mean: ''Notwithstanding any provision of law to the contrary...'' Does it mean that you are only bound by the new requirements when they do not conflict with pre-existing laws or does it mean that you must comply with the new requirements even if they conflict with existing statutes?

the phtrase typically means that you are waiving the application of the law that might be contrary to your agreement. More facts are really needed to respond with anything that you could rely on.
