Teacher's termination
Is it legal for an administration to put on the teacher's paper that he will not hire them and that she/he cannot get a job in the county for the next three years.

I am not sure what you mean by "on the teacher's paper." I would think that the administrator could say that he or she would not rehire you if that was their honest opinion. Unless that person has hiring control over all other positions in the county, the 3 year statement just seems to be irrelevant.
