80 year old needs advice,
My dad passed, no estate, my mother gets notices from creditors,
not much social security, can't really afford a lawyer,
Does she need a lawyer, or bankruptcy or both?

She is not personally responsible for his debts. Only if she somehow agreed to be responsible would she be liable. Since nothing is going through probate, just send the creditor a photocopy of the death certificate with a note that there is no probate. She has no further obligation to correspoond with them, or to talk to them.
