Can my sister with durable power of attorney over my parents keep me from going to birmingham,al and take them back to thier home in lynn haven,fl? I will arrange evrything for them. They are competent and wish to go back to florida!

If your parents want to return to Florida a power of attorney will not prevent them from doing so. Only a guardianship would affect their right to return. They should revoke the power of attorney.
