My uncle needs to evict my cousin, as he is stearling from him. How do we go about this?

Depending on the terms of the tenancy, your uncle will need to file either an eviction or ejection action. He will first need to give a three day notice telling your cousin to vacate the premises. Failing such, suit will have to be filed.
Any error can delay the final results by a substantial period or could have the case dismissed altogether. To avoid this, your uncle should retain an attorney to represent him in this matter.
