My father lives in NY, we've tried to get him to move to FL but he waivers, one minute yes, the other no. He is paranoid that his kids just want to put him in a home and take his money. Might be true of the others, but not of us. We just want him safe and somewhere where he can be taken care of. He lives in a very unsafe home, doesn't cook for himself, and doesn't bathe or launder often. Is there anything we can do? I'm not sure there is much for a competency case.

To make those decisions on his behalf, you would really only be able to accomplish those things through a guardianship. If you went that route, you would need to do it in NY, since that is where he currently resides.
