Legal Question in Elder Law in Florida

I have been trying to port my land phone to Cox Cable for almost two months. I have called every week, have done third party clearance 3X's, they are now lying to me and I have spent hours every week on the phone with them. They keep blaming Consumer Cellular, and a supervisor spent one hour last week on the phone with Cox, and they still have not ported the number. I need help.
