Fantasy Footbal Website and Prizes

Hello,

We are in the process of building a website for fantasy football and the question of gambling presents itself. Customers will be able to sign up for free and those who want more control of a team will be able to sign up for a 1 time fee for the extra services. We would like to provide prizes. First, I am trying to determine if this is legal since customers can win prizes if they sign up for free or pay for the extra services. Second, if it is legal, can we provide a cash prize or we can only provide prizes not in the form of cash (gift cards, t-shirt, etc).
