a private membership club to play poker

How can I legally operate a private membership club that plays poker for fun and prizes, the prizes being either prepaid visa cards or Walmart Gift Cards. The members purchase tickets to the table and play for the prizes. No money touches the table or exchanges hands. Can this be done with out being considered a casino?

You would need to move outside the US and not come back until the law changes to make this legal here.
