If a 13 year old minor, of no biological relation to either party, signs as a witness on a marriage certificate in Florida, can that cause the certificate to be invalid or nullified?

Not necessarily. The minor should not have signed but to invalidate or nullify a marriage would take in many other factors that I would say the marriage could not be invalidated on that issue alone.
