Can 16 yo leave home if he is going to be a father

My daughter is due in Dec and we are moving from florida to NC. Her boyfriend wants to be with her and the baby but his mom won't agree for them to get married. I know they can get married without consent but he is unable to obtain his birth certificate. Does he have any rights to be able to leave home and be with her and his baby???????

No. Being a father is not one of the things a young person can do to be "emancipated". Until he is 18, or otherwise becomes emancipated (like getting married), he's legally a minor and Mom's responsible for him, so Mom gets to call the shots.
