adding someone to a birth certificate long after birth

my son is 14 months old. when he was born i deliberately left the birth certificate blank because his biological father was irresponsible and drug addicted. I am now married to another man and I would like to know if it is possible to put my husbands name on the birth certificate since it is blank, without trying to contact the biological father. and if i can, what can right does the bioligical father have after i add my husband to the birth certificate?

The biological father has no parental rights unless he asserts such rights. In your case, this seems unlikely since he may be liable for 14 years of child support. You may wish to consider suggesting that your husband adopt your son. A result of adoption is the issuance of a revised birth certificate with the adoptive parents name on it. Merely filling in a blank space with your husband's name does not make him the father or give him any parental rights and obligations. A family lawyer can advise you re specific options.
